The contingent of foreign personnel on which the chocolate factory has been dependent for years presents the firm with some big problems. The Swiss government decides that the number of foreigners in Switzerland must be evaluated every year and their distribution between the cantons and economic sectors newly negotiated. The company management reacts with two measures: it increases salaries to the level of other industries in the neighbourhood, and it introduces a new work model – temporary work, for instance for young mothers. The first day nursery is opened.
